Under the drastic direction and enormous efforts of department, sectors and agencies, the Provincial Competitiveness Index (PCI) of Ninh Binh province saw much progress in 2022. Its scores and ranking have been improved, showing the province's improved governance, favourable business climate and administrative reforms.

The Resolution of the 22nd Congress of the Ninh Binh Party Organisation set a goal of improving the provincial business and investment environment and improving its competitiveness capacity.
