Hoa Lu is the first district of Ninh Binh to fulfill the task of building new-style rural areas. Its socio-economic infrastructure has been invested fully, meeting the requirements of production and socio-economic development.
All roads in Hoa Lu district were asphalted or concreted. All farming land areas have been irrigated in a controlled way, while 100% of hamlets and communes have cultural houses and all schools have met national standards at the first or second levels.
Nguyen Quoc Hung, Chairman of the Hoa Lu District People's Committee, said after being recognised as new-style rural district, Hoa Lu has continued to invest in and upgrade infrastructure, focusing on attracting investment in developing tourism and handicraft infrastructure.
Hoa Lu has completed construction of Ninh Van tone carving industrial cluster while Ninh Hai embroidery industrial cluster, and Ninh Giang, Ninh Van, Ninh An production and business areas are under construction in an attempt to attract clean, hi-tech projects.
At the same time, Hoa Lu has also created favourable conditions for economic sectors to develop. To date, there are 3,601 service and trade facilities with over 500 hotels and restaurants are operating effectively, thus attracting a large number of domestic and foreign visitors.
The development of synchronous infrastructure has created an important foundation for production and improving the spiritual and material lives of rural people.
Having defined developing socio-economic infrastructure as an important condition to narrow the gap between urban and rural areas, Ninh Binh has paid due attention to investing into key projects, avoiding scattered investment.
To date, socio-economic infrastructure of all communes across the province have met standards of new-style rural areas, 25% of which met criteria for advanced rural areas. Transport system has been constructed and upgraded regularly.
Besides, Ninh Binh has also made the best of resources to build its transport system. The implementation of programmes, projects and national target programmes on building new-style rural areas has been step up in combination with finalising transport systems in disadvantaged areas.
At the same time, the irrigation system has been upgraded. Dozens of projects have been built and upgraded, namely Kim Dai sluice gate, Binh Minh dyke and Hoang Long dyke in Kim Son, Nho Quan, Yen Khanh, and Gia Vien districts have helped mitigate bad impacts of natural disasters and spur socio-economic development.
The province's power system has been invested and upgraded, meeting the demand for daily life and production of local people.
Schools have been built and upgraded, meeting criteria of national standards.
In addition, localities across the province have continued to mobilise resources to develop trade infrastructure in rural areas in a bid to accelerate goods exchange and circulation.
These above outcomes proves that Ninh Binh has paid due attention to investing infrastructure in rural areas while key projects are allocated money and implemented synchronically, thereby fostering the province's socio-economic development in rural areas and creating dramatic changes in rural areas.
