Tasks of mapping out planning scheme for restoration of Hoa Lu ancient capital relic site approved

The scope of the planning scheme is the formation and development space of the ancient capital; the landscape, places, natural land boundary that have a close connection to the formation of Dai Co Viet feudal state and Hoa Lu ancient capital, including the royal citadel area, garrisons, tombs, shrines and pagodas in the territory of Hoa Lu, Gia Vien, Nho Quan, Yen Mo, Yen Khanh districts and Ninh Binh city. Of which, the centre of the Hoa Lu ancient capital and surrounding areas will be the focus of the planning scheme.

The scale of the planning scheme includes the whole area of Hoa lu ancient capital which is defined by the royal strongholds, underground archaeological sites, landscape space, places, and the natural land boundary having a close connection to the formation of the Dai Co Viet feudal state and Hoa Lu ancient capital. 

The goal of the planning scheme is to fully recognise the Hoa Lu ancient capital's value in connection with the formation of the Dai Co Viet feudal state; finalise a system of documents and database serving for digital transformation and automation in management. It also aims to build a legal framework, a comprehensive policy, and an investment plan in a bid to mobilise social resources for the management, protection and development of the relic site.

It aims to complete the model of preserving heritages in combination sustainable development; affirming the role of the Hoa Lu ancient capital in the system of ancient capitals; turning Hoa Lu ancient capital into one of the  nucleuses and a driver for the implementation of strategies on developing urban areas and culture - tourism industry of Ninh Binh.

The planning scheme also targets preserving and restoring the historical relic, artistic architecture, natural landscape, eco-environment, space and landscape of the Hoa Lu ancient capital; promoting the value of intangible culture heritage; protecting the local culture and identity; and proposing solutions to develop social, economic, cultural, tourism and technical infrastructure to bring benefits to the community.
