Tasks of building planning scheme for Ninh Binh province approved

The scope of territory planning covers a total natural land area over 1,386 sq.km.The goal of the planning scheme is to develop Ninh Binh fast and sustainably and turn it into a tourism-service center of the Red River delta and of the whole country.

It also aims to promote development of modern agriculture and industry linked with the Hanoi capital and northern coastal regions, serving as a foundation for developing urban areas and building advanced new-style rural areas with modern infrastructure.

The planning scheme is also expected to ensuring comprehensive development of culture, society; social welfare, environmental protection, and proactive response to climate change, natural disasters and pandemics.

With a vision until 2050, Ninh Binh is planned to become a province with high-quality services and tourism, modern and smart agriculture, and high and sustainable growth based on science-technology and innovation.

The content of the planning scheme for the 2021-2030 with a vision through 2050 must comply with regulations defined in Article 27 of the 2017 Planning Law and Article 28 of Decree No 37/2019/ND-CP dated May 7, 2019 of the Government.

It will map out development orientations, space arrangement and allocation of resources for socio-economic activities towards sustainable development on all four main pillars: Tourism, trade, services; high-tech industry, clean and advanced technology; urban construction, rural development and real estate; and organic, high-tech agriculture. The content of the planning scheme must be in line with the context of international integration.Besides, the planning scheme must ensure the linkage, synchronisation, exploitation and effective use of the existing infrastructure systems of sectors, inter-district regions, localities in the province and strengthening regional connectivity; identifying areas used for military, defense and security purposes at the provincial or inter-district level.

At the same time, it needs to build and implement authorities' guidance on socio-economic development, ensure balanced development between the economy, social security, environmental protection, and national security, national sovereignty; apply modern technology, digitalization, information and database in the planning scheme.

Based on the approved tasks, the provincial People's Committee must organize the building of the planning scheme for Ninh Binh province in the 2021-2030 period, with a vision to 2050 in compliance to regulations of the Planning Law and other legal documents and then submit to competent authorities for approval in accordance with law.

The Ministry of Planning and Investment, Ministry of Finance, Ministry of Construction, Ministry of Natural Resources and Environment and concerned ministries, sectors and agencies, depending on their assigned functions, tasks and current regulations, are responsible for instructing and coordinating with the  People's Committee of Ninh Binh province to build the planning scheme and ensure its quality, progress and efficiency.
