State Auditor General Nguyen Huu Van said it was necessary to establish an agency specialising in operational audits in line with the current State Audit development strategy.
A majority of NASC members agreed with the recommendation, emphasising that its aim is to perform one of the SAV's basic functions in accordance with Article 14 of the Law on State Audit. However, some deputies proposed that the SAV should also clarify the functions and duties of the operational audit agency in order to establish its role and avoid overlapping with other agencies.
The NASC members also agreed with the conclusions of SAV reports related to budget allocation from 2013-2015 and projects on SAV offices.
Also at the session, the NASC gave opinions on the state of preparations for the 6th NA sitting, slated to run from October 21-November 30.
NA Chairman Nguyen Sinh Hung emphasised the importance of several decisions to be made at the upcoming session, including the adoption of the draft amendments to the 1992 Constitution and the revised Land Law. The NA will also comment on the implementation of the 2011-2015 socio-economic development plan.
NA Chairman Hung urged NA committees, councils and relevant agencies to work together to ensure the progress of the planned agenda.
The NASC Standing Committee also agreed to a proposal made by the Ministry of Information and Communication on organising a display of maps and documents featuring historical evidence of Vietnam's sovereignty over Hoang Sa and Truong Sa archipelagos at the venue for the NA session.
