Having defined public capital investment disbursement as an important solution to recover the economy, since the beginning of the year, the Ninh Binh provincial People's Committee has issued numerous directives to speed up the disbursement of public capital investment. However, the outcomes have lagged behind expectations. Therefore, the province needs to make concerted efforts to disburse at least 90% of the allocated capital.

Localities in the northern province of Ninh Binh have rolled out a number of measures to improve criteria under the new-style rural area building programme in a bid to fulfill the task in 2024.

The northern province of Ninh Binh's GRDP in the first six months of 2022 reached 22.5 trillion VND (968 million USD), a year-on-year increase of 3.53%. In an attempt to fulfill the growth target set in Resolution No. 104/ NQ-HDND dated December 10, 2021 of the provincial People's Council, local administrations at all levels and sectors have been implementing synchronous measures to reach the GRDP growth rate of 7%, equivalent to 48.58 trillion VND (2.08 billion USD).

The global political and economic uncertainties and the prolonged negative impacts of the COVID-19 pandemic have caused strong effects on the national economy in general and Ninh Binh's economy in particular. Furthermore, the implementation of policies on tax reduction and tax payment extension have resulted in a decline in state budget collection in the first six months of 2022. However, Ninh Binh has continued its measures to revive the economy, create sustainable incomes and strive to fulfill the task of budget collection in 2022.

The complicated developments of the COVID-19 pandemic have caused great impacts on all socio-economic aspects. In that context, administrations at all levels and sectors have actively carried out the "double tasks" of preventing the COVID-19 pandemic while promoting socio-economic development to successfully accomplish socio-economic targets for 2020.

The national target programme on building new-style rural areas in the northern province of Ninh Binh has targeted practical and comprehensive development by improving the spiritual and material lives of local people. It has also focused on developing the rural economy; preserving and promoting good cultural values and protecting the environment in order to build new-style rural areas sustainably.

The Resolution of the 21st Congress of the Provincial Party Organization set out that Ninh Binh's economic structure would increase the ratio of the industry and service sectors in the 2015 - 2020 period. The province's industrial production growth is expected to reach 16 percent a year. To achieve the above target, the province has implemented numerous measures to boost the industry sector's growth, and it also has reaped positive results in the past years.

Many localities have completed handing over youths to army units under the second enlistment drive of this year.
