Ninh Binh province defines administrative reform as the most important solution to build a service-oriented government and create an open and favorable business environment for people and businesses, helping raise the Provincial Competitiveness Index (PCI) in particular and attract investment capital for socioeconomic development in general.

In the first six months of 2023, Ninh Binh has faced difficulties in production and business activities and socio-economic development, resulting in poor performance in budget collection. However, the provincial tax sector has implemented solutions synchronically in a bid to complete the task of collecting over 18 trillion VND (773 million USD) for the budget in 2023.

2023 is the third consecutive year that Ninh Binh has implemented the District and Department Competitiveness Index (DDCI) in an attempt to improve the quality of administrative procedures and serving people and businesses and to increase the quality of economic governance of departments, sectors and People's Committees of districts and cities, thereby helping to improve the local business climate and the Provincial Competitiveness Index (PCI).

Prime Minister Pham Minh Chinh and leaders of other ASEAN countries on May 10 engaged in dialogues with representatives of the ASEAN Inter-Parliamentary Assembly (AIPA), the youth, the ASEAN Business Advisory Council (ABAC), and the High-Level Task Force (HLTF) on the ASEAN Community's Post-2025 Vision.
