Progress of sub-project on improving urban infrastructure in Phat Diem accelerated

The sub-project on improving urban infrastructure in Phat Diem town is part of a project on improving urban infrastructure in the four north-central coastal provinces in order to minimize impacts from climate change. It was approved by the Prime Minister in Decision 1085/ QĐ-TTg dated August 23, 2019.

The sub-project has total investment capital of over 881 billion VND (37.1 million USD). Of which, 717.6 billion VND comes from an AFD loan while 26.3 billion VND is sourced from the EU's non-refundable aid and the rest from the province's budget. The sub-project is implemented from 2020 to 2024.

The sub-project comprises two parts, including improving urban infrastructure and technique assistance.

Accordingly, the sub-project aims to upgrade roads, dredge the beds and concrete dykes along the banks of Phat Diem, Luu Phuong and Tan Thanh rivers; build roads and bridges along the rivers; build a wastewater collection system and treatment station; and construct three waste collection stations.

Vu Quang Trung, Vice director of the management board of civil and industrial construction projects, said right after being approved by the PM, the management board has worked with related sectors and the People's Committee of Kim Son district to carry out necessary steps and procedures to soon hand over cleared ground to the contractor. However, the implementation of the sub-project faced numerous difficulties. The area of site clearance is quite large, covering around 49 hectares, and the sub-project runs through local resident areas.

Besides, the preparation time for the sub-project prolonged, leading to higher costs for site clearance.

However, sectors and agencies of Ninh Binh and Kim Son district and the investor have made concerted efforts to remove these difficulties. To date, the bidding for construction and installation, and consulting and supervision have been completed

Work on the sub-project started on October 7, 2022. Ninh Binh is the first among the four beneficiary province to kick of the project.

Tran Son, Director of Dai Phat Construction Investment Co. Ltd. - the contractor - said that since the beginning of the year, the company has mobilised personnel and machines to carry out the project as schedule. To date, 40 billion VND has been disbursed for the construction and installation works. 

Together with Kim Dai sluice gate building project, the sub-project on improving urban infrastructure in Phat Diem have played an important role in mitigating bad effects from climate change in Kim son district.
