The ministry has also been asked to raise total social investment to about 31.5% of GDP, while ensuring 87% of operational industrial parks and export processing zones have concentrated wastewater treatment systems meeting standards.
Meanwhile, the Ministry of Agriculture and Rural Development will have to raise forest coverage to 41.45% in 2017.
The Ministry of Industry and Trade is tasked with boosting the total export value by 6-7%, while keeping the trade deficit at about 3.5% of the total trade revenue. Another task is to reduce energy consumption per GDP unit by 1.5% compared to that of 2016.
At the same time, the PM requested the Ministry of Health to ensure 25.5 beds in hospitals are ready for every 10,000 people, and raise the health insurance coverage to 82.2% of the population.
Major 2017 goals assigned to the Ministry of Labour, Invalids and Social Affairs include reducing the poverty ratio according to the multidimensional poverty standards by 1-1.5% and 4% in poor districts. The ministry is urged to bring the unemployment rate in urban areas down to under 4% and to raise the percentage of trained labourers to 55-57%.
Ministries, ministry-level agencies, central agencies, State-owned economic groups and corporations are asked to update relevant agencies on socio-economic development targets before December 31, 2016.
