Under the newly-approved plan, the city will be expanded to cover 21,052 hectares to house around 4 million people by 2030. Ninh Binh city will serve as a political - administrative, economic, cultural and tourism center of the province and a national-level hub of culture, history and tourism. Located at the southern gateway to the northern coastal region, it will be not only a transport hub of the region but also hold an important position in the national defence and security. The plan for Ninh Binh city till 2030 with a vision to 2050 will include Ninh Binh city, Thien Ton town, Bai Dinh area, and communes of Ninh Hai, Ninh Thang and Mai Son. It is projected that by 2020, its population will reach round 28,500, and about 40,000 by 2030. Ninh Binh urban city is divided into four main areas: (1) Urban area; (2) Bai Dinh area; (3) Trang An landscape complex area; and (4) Rural area. The urban area will cover Ninh Binh city and Thien Ton town, playing the role of a political-administrative and socio-cultural hub of Ninh Binh province. The Bai Binh area will include the spiritual tourism site and a cluster of colleges and universities. The Trang An landcape complex will include the Hoa Lu ancient capital, the Trang An - Tam Coc - Bich Dong tourism area, and the Hoa Lu primeval forest as the core. The rural area will encompass the communes of Truong Yen, Ninh Hoa, Ninh Xuan, Ninh Thang, Ninh Van, Ninh Nhat, Ninh Tien, Ninh Phong, Ninh Phuc, Khanh Hoa, Khanh Phu, Yen Son, Tan Binh, and Mai Son. The communes of Ninh Hai, Ninh Thanh, Ninh Van, Mai Son will be turned into tourism service centers, and traditional craft villages. The plan also defines the important role of the conservation of the cultural and universal value of the Trang An complex, and the cultural value of the Hoa Lu ancient capital and traditional craft villages….The construction of high buildings will be banned, and the population and construction density reduced to preserve the unique ecological landscape of the region.
