Planning scheme of Ninh Binh province for 2021-2030 with vision until 2050 approved

The conference was co-chaired by Secretary of the Ninh Binh provincial Party Committee Doan Minh Huan and Deputy Minister of Planning and Investment Tran Quoc Phuong, who is also vice chairman of the council.

Also attending the meeting were Chairman of the Ninh Binh provincial People's Committee Pham Quang Ngoc, vice chairpersons of the provincial People's Committee and members of the council.

Ngoc presented a brief report on the planning scheme, underscoring the goal is to develop Ninh Binh rapidly and sustainably and turn it into a tourism-service center of the Red River Delta and of the whole country; develop modern industry and agriculture using high technologies; develop green, circular and digital economy in associated with reducing greenhouse gas emissions.

Representatives of ministries and sectors, experts and members of the appraisal council spoke highly of the planning scheme and asked Ninh Binh to clear up some contents related to regional connectivity, model of growth, infrastructure investment, urban system planning, development of industrial zones and clusters, marine space development, concentrated agricultural production zones and tourism development.

Ngoc thanked participants for their contributions and ideas, and pledged that Ninh Binh will collect them to supplement and finalise the planning scheme.

He also expressed his hope that the government should have a flexible mechanism in adjusting the planning scheme so that Ninh Binh could carry out the plan feasibly and effectively.

Secretary of the Ninh Binh provincial Party Committee Doan Minh Huan said that the conference was a necessary step for authorised agencies to approve the planning scheme. This is a foundation for Ninh Binh to implement its development targets, particularly in defining orientations for sectors, fields, investment attraction, restructuring the economy, promoting its comparative advantages to spur socio-economic development sustainably.

Huan also expressed his hope that the appraisal council, the Ministry of Planning and Investment, experts and scientists continue to company Ninh Binh so that it could expedite the planning scheme effectively.

Concluding the meeting, Deputy Minister of Planning and Invesment Tran Quoc Phuong, who is also vice chairman of the appraisal council, affirmed that Ninh Binh has strictly devised the planning scheme under the laws and regulations and informed that all 30 members of the appraisal council agreed to approve the planning scheme. He also asked Ninh Binh to continue adjusting, supplementing and finalising reports of the planning scheme.

As for the key tasks in the coming time, the Deputy Minister asked Ninh Binh to collect all contributed ideas to finalise the documents of the planning scheme.

It is necessary to define the role and position of Ninh Binh in connecting regional transport system, developing culture, tourism and economy, he said.

It must clarify and resolve shortcomings in improving the PCI, urbanisation rate, developing industrial zones, golf courses and other economic sectors, Phuong stressed.

The appraisal council will promptly supplement the ideas and proposals in a bid to finalise the assessment report and soon submit it to the Chairman of the appraisal council for signing and issuing, he added.
