During the ten-day gathering, the CPVCC discussed and proposed solutions to a number of issues, including the socio-economic situation in 2013 and the socio-economic development plan for 2014, the draft project on comprehensive innovation of education and training to meet the requirements of industrialisation and modernisation, and the amendments to the 1992 Constitution.
The committee will also review the three-year implementation of the Resolution of the 11th National Party Congress and the ten-year implementation of the Resolution on the national defence strategy adopted at the CPVCC's fourth session, 9th tenure. Other important issues related to Party building are also up for discussion.
In his opening speech, Party General Secretary Nguyen Phu Trong stated that the conference will be of great importance, as the decisions made will have a significant impact on the nation.
The Party chief asked participants to focus their discussions on the five main topics: the country's socio-economic situation, comprehensive renovation of education and training, the amendments to the 1992 Constitution, the national defence and the quality of personnel assessments of the Party.
Regarding socio-economic development, he stressed the necessity of giving precise assessments and analysis on the current situation, and to set out objectives, tasks and key measures for 2014 and 2015 in order to implement the Resolution of the 11th National Party Congress more completely.
The Party chief also underlined the need for a long-term strategic vision to achieve comprehensive reform of education and training. He asked for an immediate focus on teaching ethics, improving management and upgrading curricula.
General Secretary Trong further stressed the importance of the draft amendments to the 1992 Constitution to the Party, State and the whole political system. He proposed that the committee organise further discussions, focussing on amendments and supplements to articles on which disagreement remains.
He also mentioned the issuance of regulations on Party elections and the establishment of subcommittees in preparation for the Party's 12th Congress, which will be considered during this session.
The conference is scheduled to conclude on October 9.
