The project, which links Mai Son commune in Ninh Binh province to National Highway No. 45 in Nghi Son commune in Thanh Hoa province, covers a total length of 63.3km.
It is part of the Government's 2020-2030 plan to develop 654 kilometers of North-South expressway with a total investment of 120 trillion VND (5.1 billion USD). The Ninh Binh - Thanh Hoa expressway is one of the eight segments of the project having huge volumes of traffic, therefore, it is needed to implement soon, according to the ministry.
The expressway is designed to be 17m wide, with four lanes and a maximum speed from 100 - 120 km/h. It will be started in 2019 and compeleted by 2021 with total investment of 13.2 trillion VND (566 million USD) as per the proposal.
The project is to receive investment under the public-private partnership (PPP) model, BOT investors would account for 10 trillion VND, and the State will take the remaining capital.
The toll rate for each car to travel on this expressway will be 1.500 VND in 2021 - 2023, and will be adjusted later on. The investors expect they could retrieve their investment within 24 years.
