More practical evaluation
2022 was the second consecutive year that Ninh Binh has carried out the DDCI.
In a bid to reap more accurate and practical results, the provincial People's Committee has revised and supplemented some contents of the DDCI and conducted surveys on some 3,100 firms, cooperatives and business households who have are interacted with or use public administration services at 23 provincial departments, sectors and agencies, and eight districts and cities in the past two years.
Dinh Thi Thuy Ngan, Director of the Department of Planning and Investment, said the DDCI evaluation report was based on opinions of 1,519 enterprises, cooperatives and business households among 3,100 surveyed ones. Many opinions have helped administrations at all levels to improve their governance quality.
According to the 2022 DDCI evaluation results, the Department of Planning and Investment, and the Department of Sports and Culture were ranked in the top group, jumping up 6 and 15 places compared to 2021, respectively.
Some units and agencies, which were ranked at low positions in 2021 have improved their rankings, including the State Bank of Vietnam Branch in Ninh Binh, the Department of Agriculture and Rural Development and the Department of Tourism.
Ngan affirmed that the 2022 DDCI evaluation results ensured the transparency and objectivity. The average points of departments, sectors and localities reduced as compared with those of the previous year due to the adjustment of sub-criteria in the DDCI.
These results laid a foundation for departments, sectors, agencies and localities to review and map out practical solutions to resolve their shortcomings in a bid to improve their DDCI results in the coming years, Ngan added.
Creating breakthroughs in improving the business and investment climate
In a bid to promptly remove hindrances in the direction and governance as well as bottlenecks in regimes and organisation and personnel, helping to create strong breakthroughs in improving the investment and business climate, and increasing the province's competitiveness edge, the provincial People's Committee has asked units and localities to be fully aware of the role and significance of the DDCI; focus on removing hindrances and bottlenecks to achieve the highest goal of effectiveness and satisfaction of enterprises and local people.
The provincial People's Committee will also continue to study, review and revise the sub-criteria of the DDCI.
Besides, administrations at all levels and sectors need to speed up administrative reform; apply information technology, accelerate digital transformation, and improve the provincial competitiveness index.
The province will give priority to attracting investors who have capital potential and experience in implementing big projects, especially the in fields of building industrial infrastructure, modern urban areas, hi-quality tourism services, hi-tech agriculture, thus creating momentum for the province's growth and budget collection.
