Le Duc Manh, Head of the Division of Labour - Employment under the Department of Labour, Invalids and Social Affairs, said under the direction of Ninh Binh Provincial People's Committee, the department has worked with agencies such as the Department of Finance, Department of Education and Training, Department of Culture and Sport, Vietnam Bank for Social Policies' Ninh Binh Branch, and People's Committees of districts and cities to carry out the Government's Resolution No. 68/NQ-CP and Decision No. 23/2021/QĐ-TTg on theimplementation of policies supporting pandemic-hit employees and employers.
By July 19, the list of COVID-19-hit freelancers had been completed, with a total number of 5,469 people, including 223 tourist guides, 5,273 freelancers, and 153 people under 16 years old, who were undertaking medical quarantine, Manh added.
The freelancers eligible to receive the aid include hawkers, scrap collectors, lottery ticket sellers, motorbike taxi andpedicab drivers, and people working in business households whose operations have been suspended (restaurants, lodging facilities, tourism services, health care establishments).
Apart from these groups, other people working in some sectors which were forced to halt operations under the direction of the provincial People's Committee, are also eligible to receive the aid.
Enterprises which were closed due to the COVID-19 pandemic are responsible for making lists of their employees and getting certification from the Vietnam Social Security's branch in the province.
The Department of Labour, Invalids and Social Affairs will strives its best to assist COVID-19-hit freelancers to receive money from the Government's aid package as soon as possible.
The making of the lists and disbursement of money must be done transparently and equally.
