The decision has been made in accordance with conclusions and resolutions of the Politburo, the National Assembly Standing Committee and the Government on re-arranging administration units at district and commune levels for the period of 2023-2030.
Currently, some administration units at the district and commune levels in Ninh Binh province have failed to meet criteria in terms of natural area and population scale, so that these units must be merged in a bid to ensure the regulations and to meet the country's development requirements.
Accordingly, Ninh Binh will complete the re-arrangement of administration units at the district and commune levels that meet below 70% of criteria for natural area and population scale by 2025.
The district of Hoa Lu will be merged into Ninh Binh city with an orientation of exploiting cultural and historical values of Hoa Lu ancient capital and outstanding values of Trang An heritage site to turn Ninh Binh into a national hub of culture, history and tourism.
Tam Diep city will be expanded and developed into an urban area of industry and services.
By 2030, Ninh Binh will complete the re-arrangement of remaining administration units at the district and commune levels.
Member of the Party Central Committee and Secretary of the provincial Party Committee Doan Minh Huan said that the re-arrangement must ensure the effective operations and open up new space for development, resolve the relations between the short-, medium, and long terms, and between building new-style rural areas and building modern, civilized urban areas.
