Ninh Binh targets 9pct GDP growth for 2016-2020
Accordingly, the overall objectives of the provincial socio-economic development plan for this period include an average annual economic growth rate of 9%; improvement of investment and business environment; effective mobilization of resources for investment and development; acceleration of the shift of growth and development models; boosting of the development of industry, tourism, and quality of agriculture; -To improve material and spiritual life of the people; to ensure national defense, security social order. To develop Ninh Binh into a national tourism center with a developed industry. For the building of the medium-term public investment for the 2016-2020 period, authorities should assess the actual implementation of the public investment in the 2011-2015 period; handle the debts arising from capital construction in a timely manner, and make clear the responsibilities of the agencies and organizations.
Speaking at the conference, Nguyen Thi Thanh, alternative member of the Central Committee of the Communist Party of Vietnam Secretary of the Provincial Party Committee, and head of the province's National Assembly Deputies' group, emphasized provincial authorities, and units must accurately assess the implementation of the socio-economic development plan for the 2011 - 2015 period, and that the one for the 2016-2020 period must be closely associated with the master plans of locals departments with advantages and difficulties of the province taken into account.
Ninh Binh aims to transform its economic structure into tourism - service - industry - agriculture. The building of the public investment plan must attach importance to the improvement of the investment effectiveness and the hike of the ICOR index. Concluding the conference, Dinh Quoc Tri, Vice Chairman of provincial People's Committee, asked provincial authorities to pay attention to the following breakthroughs: institutional reform, human resources and infrastructure investment in preparing the 5-year socio-economic development plan. In the making of a public investment plan for the 2016 - 2020 period, attention must be paid to the effectiveness of the investment to prevent new debts from capital construction after January 1, 2015, while ensuring the payment of all the debts in the field before commencing new projects.
Making socio-economic development plan for the 2016-2020 period must be an urgent task for all departments, agencies, units; therefore they should do their best to fulfill their assignments.
