Tran Thi Duyen, one of the poor households in Van Hai commune of Kim Son district, has been provided with money to build a new house under the provincial People's Council's Resolution No. 43.
Van Hai commune has been highly evaluated for its creative ways in implementing policies relating to poverty reduction.
Vu Van Truong, Vice Chairman of the Van Hai commune People's Committee, said the commune has carried out various measures to reducing poverty rate synchronically and effectively, focusing on providing knowledge, supporting livelihoods, giving preferential loans and money to repair old houses or build new ones for the poor.
The commune has also stepped up the communication work and mobilise local people to change their mind and pioneer in production and business; apply techniques in production and build integrated aquaculture-farming models.
Thanks to these measures, many poor households could enrich themselves from agriculture and many others get out of poverty. As a result, the commune's poverty rate reduced to 2.66% in 2023.
Lam Xuan Phuong, Director of the provincial Department of Labour, Invalids and Social Affairs, said in the past years, the department has advised the provincial People's Committee to issue a number of policies to support poor and near-poor households.
Implementing the national target programme on sustainable poverty reduction in the 2021-2025 period, Ninh Binh province has allocated 74.1 billion VND to expedite 5 out of 7 programmes.
In particular, it has issued specific policies for poor families whose members devoted contributions to the nation and those with difficulties in housing.
Implementing the provincial People's Council's Resolution 43/2023/NQ-HDND on providing money for building new houses or repairing houses for the poor in the period of 2023-2025, Ninh Binh built 495 houses worth 49.1 billion VND in 2023.
At the same time, the province has also mobilised numerous resources to reduce poverty and provide loans for them to boost economic development.
Since 2021, over 43,000 poor and near-poor households and social policy beneficiaries have been provided with loans to serve production and business, create livelihoods and jobs, and meet necessary requirements in the life.
Hence, social welfare has been ensured and the spiritual and material lives of the poor and social policy beneficiaries have been improved. Ninh Binh is striving to reduce its poverty rate to 0.99% by the end of 2025, Phuong stressed.
The sharp drop of poverty rate from 3.07% in 2021 to 1.86% at the end of 2023 has demonstrated the efforts and determination of local administrations at all levels, sectors and localities in implementing the national target programme on sustainable poverty reduction.
