The 15th People's Council of Ninh Binh province for the 2021-2026 tenure convened its 18th session on December 20 to consider and adopt eight draft solutions.

At the session, Chairman of the provincial People's Council Mai Van Tuat, said the 18th session was held right after the year-end session in order to resolve arising problems, thus meeting the development requirements in the current context and in the coming time.
Delegates considered and approved eight draft resolutions, including a resolution adopting the Planning scheme of Ninh Binh province for 2021-2030 with a vision until 2050.

Accordingly, the province set a target to build Ninh Binh into a developed province and basically meet criteria set for a centrally-run city by 2030. By 2035, it will become a centrally-run city taking the nature of a millennial heritage urban area and a creative city as the core value. It will turn itself a national and international tourism hub and a big national cultural hub as well.
The future Ninh Binh city will also be a locomotive and an important chain connecting networks of heritages, creative cities, inter-region, national and international tourism centres and urban areas that own UNESCO-recognised heritages.
At the same time, the province will developed into a leading centre of automobile mechanics; hi-tech and friendly-environmentally technology industries; and become a model of combining heritage preservation and fast and sustainable development.
The session also passed an adjusted master plan of Ninh Binh urban area by 2040.
Accordingly, Ninh Binh urban area will be expanded to 23.240 hectares with characteristics as a millennial heritage urban area, and a national and international tourism hub.
Another resolution approved the investment policy of Ninh Binh - Hai Phong expressway's section running through Ninh Binh province.
The project has total capital investment of over 6.86 trillion VND, of which, 4.86 trillion VND comes from the central budget while the rest sourced from the province's budget. It will be carried out from 2024 to 2029.
