rter Ngo Khuyen has an interview with Nguyen Cao Son, Director of the Ninh Binh provincial department of planning and investment on the issues.
How do you assess the investment attraction situation in Ninh Binh over the past five years (2011-2015)?
Over the past five years, the province mobilised 103.6 trillion VND for development investment, more than doubling the value in the 2006 - 2010 period, of which State budget accounted for 10.27 percent, the private sector invested 65.5 percent and the foreign sector contributed 16.7 percent.
Ninh Binh is currently home to 7 ODA projects with a total capital of 2.1 trillion VND (935 billion USD). It is also has 4.823 enterprises with a total registered capital of over 100 trillion VND (4,4 billion USD).
By the end of 2015, the province has attracted 542 projects totalling 105 trillion VND (4,6 billion USD). The figure included 41 FDI projects totaling 1 billion USD from 11 countries and territories, namely China, Taiwan, Hong Kong, the Republic of Korea, Japan, Brunei, Singapore, the UK, Italia and France.
Seven industrial parks are running in the province, covering a total land area of 1,472 hectares. Underway projects have made significant contributions to the local budget revenue and job generation, notably Kyoei Steel Vietnam, Tam Diep cement plant, the Vissai, Trang An glass manufacturing factory, andHyundai Thanh Cong Vietnam Auto JSC.
In 2015 alone, enterprises and plants located in these industrial parks earned revenues of over 13 trillion VND (577 million USD), and generated 2,000 new jobs.
Industrial products have been sold in both local and foreign markets with 9 million tons of cement, 100 thousand tons of steel, over500 million bricks, 3,000 cars, 560 thousand tons of ure fertilizers every year.
Apart from industry, tourism projects have been completed and put into operation like Trang An tourism site, Tam Coc - Bich Dong, and Hoa Lu ancient capital.
Despite these positive results, there remain weaknesses and limitations in investment attraction such as limited contribution to the state budget, ineffective use of land, environmental issues, coupled with investment imbalance regarding industries and slow capital disbursement.
PCI index of Ninh Binh improved in 2014. The index was ranked 11th out of 63 provinces nationwide, helping the province enter good governance group. To maintain and improve the PCI, what are measures that Ninh Binh has been implementing?
The implementation of initiatives to create a favourable environment for business development and the adoption of transparent incentives were greatly attributed to Ninh Binh province's rise to the 11th position from the 28th place it earned a year ago.
To raise the PCI index, in the coming time, Ninh Binh continues to implement synchronic measures as follows:
Continuing to carry out the provincial People Committee's Plan, and the Government Resolution relating to improving the business environment and Viet Nam's competitiveness in 2015 and 2016.
Simplifying administrative procedures, reducing time and costs for conducting administrative procedures, coupled with enhancing transparency and accountability of administrative agencies.
Besides, Ninh Binh will organise investment and business promotionactivities; build cooperative relationships with partners, call for investment, among others.
How do you assess the implementation of Government Resolution 19 in 2014 and 2015 on major measures to continuing to improve the business environment and national competitiveness? How are they carried out in Ninh Binh province?
In response to Resolution 19/NQ-CP of the Government dated March 12, 2014 on improving the business environment and enhancing national competitiveness, the Ninh Binh Provincial People's Committee issued Plan38/KH-UBND dated June 13, 2014 with major objectives as: Improving the business environment, promoting administrative procedure reform, reducing administrative costs,implementing the "one -door"mechanism in order to remove difficulties in business registration, tax payment, license application; ensuring transparency and enhancing accountability of public authorities, creating a favourable business environment, and ensuring equality for business entities.
On that basis, the Provincial People's Committee directed local authorities and related units to review and propose amendments and supplements to current laws, mechanisms and policies to create a favourable and equitable business environment for all business entities, organisations and citizens.
Ninh Binh also focused on developing synchronous infrastructure to push up socioeconomic development, speed up information technology application, synchronously carry out solutions to improve human resources quality, and stimulate scientific research and technological innovation.
2016 is the first year to implement the medium-term 2016 - 2020 plan. Would you share some major directions and solutions in investment attraction of Ninh Binh province in the next five years?
In the 2016 - 2020 period, the province will continue to implement following measures:
Firstly, Ninh Binh continues to improve the business climate, create favorable conditions for all business entities coupled with publicizing the province's master plan of socio-economic developmentto all people and investors, organizing investment promotion programs, and providing investment information to enterprises.
Secondly, it carries on solutions to attract investment andenhance management and efficiency of investment. The province also mapsout a list of projects calling for investment in various fields.
Thirdly, it focuses on boosting administrative procedures relating to investment, continuing to carry out "one - door" mechanism; raising responsibility of branches and sectors. Ninh Binh will have interactive forums, like direct dialogues and press conferences between local leaders and citizens and the enterprise community as well.
