Striving to rank in top 10 provinces and centrally-run cities having the highest per capita income
Under the master planning scheme, Ninh Binh will promote all potential, advantages, resources and momentums for its fast and sustainable development. It will strive to become a developed province and a growth pole in the Red River Delta by 2030, and basically meet criteria set for a centrally-run city with typical characteristics of a millennium heritage urban area and a creative city.
Ninh Binh is also determined to become a big centre with a high brand value in terms of tourism, cultural industry and heritage economy of the whole country and in Southeast Asia; a leading modern automobile industry hub; and basically form a synchronic innovation and startup ecosystem.
The province expects to gain gross regional domestic product (GRDP) growth of 9.2% per year in the 2021-2030 period.
The province's per capita income is hoped to reach 200 million VND per year. It will strive to become one of the 10 provinces and centrally-run cities having the highest per capita income.
The industry and construction sector is expected to contribute 45.3% of the province's GRDP while the service sector accounts for 38.3%, the agri-forestry-fishery sector makes up 5.3%; service sector take up 38.3% and taxes account for 11.1%.
The province's poverty rate is expected to fell below 2% under multidimensional standards.
The planning scheme also defines key tasks and breakthroughs, of which developing the automobile industry and hi-tech and friendly-environmental industries is considered as a momentum for economic growth. Ninh Binh will develop tourism and cultural industries, regarding them as spearhead sectors with high-class products and services.
The province will boost comprehensive socio-cultural development, pay attention to grassroots culture and building a civilised lifestyle, preserving and promoting the traditional value of people in the ancient capital.
Ninh Binh will focus on preserving restoring, upgrading and promoting heritage values of Hoa Lu ancient capital and Trang An landscape complex - a world natural and cultural heritage site.
The province will concentrate on boosting economic development in the coastal district of Kim Son, thereby turning it into a new momentum and growth pole of the province.
It will focus on and give priority to developing mechanical manufacturing, automobile industry, electronics and new construction materials.
Developing four main groups of tourism products
Ninh Binh will develop its tourism sector into a spearhead economic industry with its own typical brand name and image associated with potential and values of the Hoa Lu ancient capital and Trang An heritage site.
The province will develop four main groups of tourism products, namely cultural-historic tourism, sightseeing tourism, eco-resort-healthcare tourism, and creative tourism.
