The views were raised by Chairman of the Vietnam Chamber of Commerce and Industry (VCCI) Vu Tien Loc at a working session with provincial leaders on October 5 as part of his visit to the province.
The Chairman advised the province to promote the role and tasks of the enterprises' and entrepreneurs' associations in national construction and protection in the locality.
The province needs to improve the investment and business environment. The Entrepreneurs' Association should proactively engage in consulting local authorities in accelerating administrative reforms, he stressed.
Ninh Binh should allow enterprises to directly take part in business decision making process, and organizing investment promotion programs with support of related branches and agencies, he suggested.
He also pointed out that the locality needs to provide all possible conditions for the startup movement to take off. Large enterprises should be assisted to become locomotives to lead the development of small-sized and start-up companies.
In addition, the province should pay due attention to agriculture, tourism economy, he said.
Loc noted that in the time to come, Ninh Binh should focus on promoting bio-economy and agricultural processing.
He also asked the province to tap its bestowed position in the south of the Red River Delta - where national famous cultural and historical relic sites and landscapes are located, like Phat Diem Stone Church, Trang An Eco-resort, Bai Dinh Pagoda and Cuc Phuong National Park - to develop tourism and services.
Over years, the implementation of initiatives to create a favourable environment for business development and the adoption of transparent incentives greatly attributed to Ninh Binh province's rise to 11th place in 2014 from 28th place it earned a year.
