Accordingly, the provincial People's Committee asked the Department of Planning and Investment, Department of Finance, State Treasury, People's Committees of districts and cities, and investors to continue seriously grasp the Party, National Assembly and Government's resolutions and the Prime Minister's directions on speeding up the disbursement of public investment in general, and ODA capital in particular.
The units were requested to consider ODA capital disbursement as their key political tasks in 2022 and the following years, and review the allocation of capital for projects in line with the progress and disbursement capacity.
They must implement drastically and synchronously the goals, tasks and solutions set in the Government's Resolution No. 01/NQ-CP dated January 1, 2022 on the main tasks and solutions for the implementation of the socio-economic development plan and the State budget estimate for 2022; resolutions of the Government's regular meetings; Official Dispatch No. 126/CD-TTg dated February 12, 2022 of the Prime Minister on urging the deployment of the programme on economic recovery and socio-economic development and accelerating the disbursement of public capital and other directions of leaders of the Government and the Provincial People's Committee.
The units were asked to promptly issue solutions to remove difficulties and obstacles, thus speeding up the disbursement of ODA capital in association of ensuring the quality and efficiency of projects.
At the same time, these units must take responsibility before the Government, Prime Minister and provincial People's Committee for the slow disbursement of ODA capital in 2022.
The provincial People's Committee asked investors to cooperate with foreign donors, ministries and sectors to sketch out detailed plans on the disbursement of ODA capital for each project, especially key projects with a large amount of capital.
They must inform the provincial People's Committee about difficulties and obstacles related to the disbursement work.
The investors were demanded to work with the People's Committees of districts and cities to speed up site clearance and implementation progress; remove difficulties related to land and natural resources; promptly check and accept, and pay for completed works; and reallocate capital from projects with slow disbursement to others with faster disbursement.
If there are any difficulties and obstacles, these units must report to the provincial People's Committee which will then submit to the Ministry of Planning and Investment, the Government and the Prime Minister for consideration and settlement.
