The Government's policies on promoting cashless payments have promoted online transactions and shopping in Ninh Binh, thus bringing practical benefits to local people and boosting the digital economy.

Hai Yen, owner of Thao Nguyen grocery shop in Hoa Lu district, said: "As customers' demand for cashless payments has been increasing, I have worked with banks to create QR codes for quick money transfer".
In reality, cashless payments via QR codes, e-wallets and Internet banking have become have been popular in urban and rural areas.
Theses payment methods have already been used for payments for bills for electricity, water, TV and internet services, school and hospital fees. These have helped local people to save time and costs.
Implementing the provincial People's Committee's Plan on promoting cashless payments in the province for the 2021-2025 period, the State Bank of Vietnam's Branch has directed credit organisations and commercial banks to provide diverse services related to Internet banking, mobile banking, SMS banking, e-wallets, ATM, POS, mPOS and QR Code for local people and firms.
To date, 100% of local departments, sectors and many communes, wards and towns have applied cashless payment methods for public services.
In 2023, 5,935 out of 29,948 people in urban areas received monthly social allowances via bank accounts; 100% of jobless people received unemployment allowances through bank accounts.
In the education and training sector, 316 out of 320 education facilities applied cashless payments for school fees.
All transactions at the Ninh Binh branch of the state treasure have been made through commercial banks.
In a bid to promote non-cash transactions in the coming time, the provincial People's Committee has steered local agencies and sectors to implement the project on boosting payments through banks for public services.
The State Bank of Vietnam's Branch in Ninh Binh and commercial banks were requested to actively expand operation networks by opening more transaction offices, ATMs and PO and develop digital bank services in rural and remote areas.
They were also asked to step up the communication work to raise public awareness of applying hi-tech in cashless payment transactions.
