According to a report released by the Vietnam Chamber of Commerce and Industry (VCCI) in early May, Ninh Binh ranked 19th out of the country's 63 provinces and centrally-run cities with 67.83 points, moving up 25 places and 39 places as compared to 2022 and 2021, respectively.
The impressive PCI improvement was attributed to the province's effective policies as well as concerted efforts and consensus of the local administrations, businesses and people.
In the past few years, Ninh Binh has seen strong changes in creating a favourable business climate.
Under the motto of "administration always accompany businesses", Ninh Binh authorities and the entire political system have strictly implemented civil service ethics; prevented and controlled corruption, negative phenomena and red tape; and rectified inspections in a bid to avoid bad effects on local enterprises' business and production.
These concerted actions have evidenced by the province's improvement in the PCI ranking in 2023. This has proved the rapid development of Ninh Binh and the concerted efforts of the local administrations and enterprises.
The 2023 PCI-PGI report was made based on responses from 10,676 enterprises, including 9,127 domestic private businesses and 1,594 foreign-invested enterprises in Vietnam.
Specifically, in 2023, Ninh Binh reached higher points in ten sub-indices as followed: entry costs (7.43 points); land access (7.23 points); transparency (6.16 points); time costs (8.37 points); informal charges (7.28 points); policy bias (5.12 points); proactivity of provincial leadership (6.93 points); business support policies (6.18 points); labor and training (6.35 points) and legal institutions (7.57 points).
The impressive PCI result does not only open up new opportunities for the province's economic development, but also serves as an outstanding example of building an competitive and sustainable business climate.
In the time to come, Ninh Binh will continue to implemente solutions to improve its PCI ranking in 2024 and the following years.
It will give priority to stepping the building of e-administration and digital transformation in a bid to create transparency, especially in simplifying administrative procedures.
In addition, the province will hasten the completion of planning schemes, enhance transparency in land planning, inspect and control administrative procedures.
Related units which are in charge of PCI sub-indices must rightly evaluate the situation and reasons for weaknesses and suggest solutions to improve sub-indices in a bid to bring Ninh Binh into the list of 15 provinces and cities with the highest PCI rankings.
