Sincee the beginning of this year, the northern province of Ninh Binh has adopted synchronous, flexible and effective measures to accelerate thedisbursement work.
It allocated capital to units, helped investors to finalise investment procedures, promptly handled hindrances related to site clearance, sped up construction, accepted and paid for the completed works as committed.
In addition, heads of units and agencies, and investors actively built specific implementation plans for each project in combination with the disbursement progress, and they hold resonsible for the performance of their commitments before the provincial People's Committee.
Local administrations also accelerated the site clearance and compensation, and bidding work, and imposed strict punishments on contractors whose work progress lagged behind schedule or quality of the construction was poor.
They also sped up the selection of bidders, early started construction of projects and completed the payment for completed works right after they were accepted.
One of the drastic solutions taken by the provincial People's Committee is that investors must review their investment plans of the projects and reallocated funds from infeasible projects or projects showing sluggish progress to others.
Thanks to these drastic measures, the province had disbursed 1.6 trillion VND of public investment capital by July 31, equivalent to 50.1 percent of the yearly plan and higher than the average figure of the whole country.
Of the figure, the disbursed capital from the state budget for national target programmes reached over 334 billion VND, accounting for 63.33 percent of the plan; disbursed ODA capital hit 52.27 billion VND, representing 20.2 percent of the plan; and the provincial budget disbursed 1,213 billion VND, equivalent to 50.4 percent of the plan.
The provincial People's Committee is striving to disburse 60 percent and 95-100 percent of the assigned capital in the third and the fourth quarters, respectively.
Apart from macro solutions, the province will pay attention to inspecting constructors and selecting of bidders; give strict punishments to violators, and replace incompetent consultant agencies.
The province also proposed the government to allocate the remaining sum of 360 billion VND to Ninh Binh province, so that they could expedite projects soon.
Besides, the province would accelerate the approval of investment procedures, especially for projects which will be expedited in 2021 and 2022 such as project to construct East - West road in the first phase; project to build a coastal road running through Ninh Binh in the second phase; and Bai Dinh - Ba Sao road running though Ninh Binh in the second phase; project to preserve and excavate special national relic site of Hoa Lu; and project to construct provincial museum-library complex.
Provincial authorities will continue to reviewing and adjusting the reallocation of funds for projects with slow progress to projects with high disbursement rates.
