A wide range of cultural activities have been held in Ninh Binh in 2023, helping to enrich and improve the spiritual lives of local people, preserve and promote traditional cultural values, and popularise the province's images to domestic and foreign visitors.

Throughout the year, the Department of Culture and Sports organised a large number of cultural and sport activities to serve local people and tourists, including public art festival, Xam singing festival, writing camp, Cuc Phuong Jungle Path, Trang An Marathon, and the 17th Volleyball Championship Hoa Lu - Binh Dien Cup 2023.
Traditional festivals such as Hoa Lu Festival, Thai Vi Temple Festival, Trang An Festival, and Bai Dinh Pagoda Festival were held.
Besides, the department also advised the provincial People's Committee to organise many scientific seminars and conferences, including a "scientific seminar on pottery making in Ninh Binh", and an international conference on relations between the preservation of cultural heritages and socio-economic development.
The province also hosted some significant cultural events such as a ceremony marking the 1,055th founding anniversary of Dai Co Viet State and the opening ceremony of Hoa Lu festival, a music liveshow of and the second Ninh Binh - Trang An Festival. These event left good impressions on local people and visitors and contributed to popularising the cultural and historical values of Ninh Binh to domestic and international guests.
Numerous public art festivals have been held in 2023.
Nguyen Manh Cuong, Director of the Department of Culture and Sports, said that implementing the national strategy on developing cultural industries by 2020, with a vision to 2030, Ninh Binh has built plans, projects and carried out measures synchronically. The province has taken cultural heritage as a foundation for developing cultural industries and tourism.
Ninh Binh set a target to build and develop itself into one of the cultural tourism hubs in the Red River Delta and in the whole country.
To realise the target, the province has invested in socio-cultural development. In the period of 2015-2020, expenditure for the cultural sector accounted for 3.37% of the province's total budget spending. In the period of 2021-2025, spending for cultural works and projects makes up 20% of the province's medium-term public investment.
Thanks to these resources, intangible cultural heritages have received due attention and investment. Local historical relic sites and landscapes have been preserved and developed, becoming popular destinations for tourists.
Many national and international cultural, scientific and artistic events were held with the participation of large numbers of domestic and foreign experts, scientists and artists, thus boosting economic development and expanding exchanges and cooperation.
The building of cultural industries has played an important role in introducing and promoting the image, people and distinctive cultural values as well as potential and strengths of Ninh Binh to international friends, thereby creating favourable conditions for the province's socio-economic development and international integration.
