Ninh Binh's countryside gets facelift thanks to new-style rural area building programme

By applying numerous flexible measures, especially upholding the people's subject role in building new- style rural areas, Ninh Binh province has reaped significant achievements in this field. The province sets a target to complete tasks of building new rural areas in 2024.
Ninh Binh's countryside gets facelift thanks to new-style rural area building programme
The programme on building new-style rural areas have brought about obvious changes in the countryside across the province. The appearance of rural areas has changed dramatically with spacious roads, big houses, clean environment, and beautiful landscape. The spiritual and material lives of local people have been improved increasingly. The gap between urban and rural areas has been narrowed in terms of infrastructure and the life quality.
By the end of 2023, all communes and all eight cities and districts in the province have completed the tasks of building new-style rural areas. Yen Khanh is completing dossiers to be recognised as an advanced new-style rural district. Up to 42% of the total communes have met standards of advanced new-style rural areas and 15% of the communes were recognised as model new-style rural areas. The per capita income of local people was estimated to reach 63.5 million VND per year, up 4.6 million VND from 2020.
In the period of 2021-2023, Ninh Binh mobilised 37.38 trillion VND to implement the national target programme on building new-style rural areas. Of which, over 659 billion VND came from the provincial budget.
The province has taken creative measures suitable with local conditions to carry out the national target programme, winning the support of local people. It has been assessed as one of the leading localities in Vietnam in building the new-style countryside.
In particular, Ninh Binh issued special mechanisms and policies to implement the programme, including a mechanism to mobilise capital for the national target programmes and other projects and programmes at the same time.
The building of new-style rural areas in Ninh Binh has seen changes not only in infrastructure but also in the mindset and the engagement of local people. Therefore, Ninh Binh was the first locality nationwide to put "the satisfaction of local people" in the criteria for recognising new-style rural areas. This iniative was highly appreciated by the central government and has been multiplied in other localities nationwide.

Chairman of the provincial People's Committee Pham Quang Ngoc said Ninh Binh has promoted the active role of local people in building new-style rural areas. Once they were aware of the benefits brought by the programme, they engaged actively.
This is also an important foundation for Ninh Binh to persist with its target of becoming a centrally-run city by 2035.
Ninh Binh has defined that the programme must be constantly carried out without endpoint. In 2024, the province is striving to have 15 more communes recognised as advanced new-style rural areas and five others as model new-style rural areas.
In order to increase the quality of the building of new-style rural areas, Ngoc askes administrations at all levels and sectors to devise plans and measures to expedite the programme in the next period.
