Ninh Binh resolved to speed up progress of National Wildlife Park projects

According to the provincial Department of Agriculture and Rural Development, the Bear Sanctuary Ninh Binh project has total investment capital of nearly 205 billion VND and covers a total area of 10 hectares. The first phase of the project was completed and put into operation in 2017.

The second phase of the project covers an area of 6.15 hectares. To date, Nho Quan district has basically completed site clearance and hand over the reclaimed land to Save Vietnam's Wildlife for management. 

The project on building the Asian Carnivore Conservation Centre, which covers a total area of 34.96 hectares, is funded by the central budget and started construction in 2014.

To date, the construction of a work building, roads, water and power systems, fences and ponds has been completed. The total value of payment was 35.8 billion VND, accounting for 48% of the total. 

Since 2017, the project has been halted due to a lack of capital from the state.

In the middle of 2018, FOUR PAWS asked for permission from the Ninh Binh provincial People's Committee to continue carrying out the project.

To Van Vuong, director of the management board of national wildlife park in Ninh Binh, stressed that the current biggest obstacle is that Nho Quan district has not yet finalised files of land transfer to submit to the provincial People's Committee for approval, therefore, the land plot reserving for the project has not been granted a certificate of land use right.

Nho Quan needs to complete files of land transfer promptly to ensure the speed of construction as well as the disbursement of allocated capital, he added.

A representative of FOUR PAWS said: "We have well prepared all resources from personnel to finance and technique to implement these projects. We set the target of completing construction in 2023. Therefore, FOUR PAWS proposed Ninh Binh authorities promptly remove difficulties related to procedures and transfer the land so that we can deploy the next steps."

With the determination of accompanying and creating the best conditions for both domestic and foreign investors in expediting projects in the province in general and for FOUR PAWS in particular, the Ninh Binh provincial People's Committee has focused on steering local administrations and related sectors and agencies to soon remove difficulties and obstacles to accelerate the progress of the two projects.

It also asked the People's Committee of Nho Quan district to resolve all obstacles related to these projects and finalise dossiers on land handover to submit to the provincial Department of Environment and Natural Resources for assessment.
