In the period of 2020-2023, total budget collection was estimate at 67.86 trillion VND (2.78 billion USD). Notably, revenue from taxes, charges and fees, excluding land use fees, accounts for 60-70% of the total budget collection, and around 80% of the domestic collection.
The budget collection has gradually met the spending demand of the local budget. Ninh Binh has balanced the budget itself and contributed 9% and 11% of its total budget to the state budget in 2022 and 2023, respectively.
Vice Chairman of the provincial People's Committee Tran Song Tung said, in order to raise budget collection, Ninh Binh has continued to speed up administrative reforms, improve the business climate, increase competitiveness edge of enterprises, thereby creating favourble conditions for firms to operate and contribute more to the budget.
Besides, administrations at all levels and sectors have held regular dialogues with enterprises to promptly remove their difficulties and hindrances in production and business.
The province has also accelerated the construction of projects and put them into operation, thus facilitating socio-economic development.
The Department of Taxation has implemented policies related to tax deduction and exemption to support firms, and increased inspections to prevent tax losses.
In addition, the department has paid attention to supporting and handling difficulties and hindrances for enterprises; and creating favourable conditions for local people and businesses to develop production and business activities.
Measures have been taken to speed up digital transformation and administrative reforms in tax management, while online tax registration, payment and refund have been deployed.
These efforts have created momentum for the province to fulfill the task of budget collection in 2023 and the following years, thus helping Ninh Binh to become a developed province in the Red River Delta by 2030.
