Under the leadership and direction of the Central Party Committee, Ninh Binh's Party organisation, administration and people have upheld their sense of unity, proactivity and creativity to promote the historical and cultural values of the ancient capital, overcome difficulties to adapt safely and flexible to and effectively control the COVID-19 pandemic, make breakthroughs in socio-economy recovery and development, and fulfill and exceed 17 out of the 17 targets set for the year, thus creating an important premise for maintaining and accomplishing the goals set for the whole tenure.
Ninh Binh reaps outstanding achievements in 2022
The province's GRPD expanded by 8.62% in 2022 and the size of economy hit over 81.7 trillion VND (nearly 3.5 billion USD).
Ninh Binh's economic structure has shifted to reducing the ratio of agro-forestry-fishery while increasing the ratio of industry, construction and services (90%).
Industrial production value saw a year-on-year rise of 7.2% with key products of the automobile assembly, automobile supporting and electronic industries continuing to develop.
Total social investment capital rose by 7.6% as compared to last year while the number of newly-established enterprises increased by 41%.
Infrastructure has been constructed synchronically, and become momentum for the province to develop rapidly and sustainably in the current and next periods.
Up to 16 key projects which have been carried out and completed, including East-West road, opening up opportunities and momentum for the province's growth.
In the year, Ninh Binh has strictly implemented the Party, National Assembly and Government's directions on the disbursement of public investment capital, ranking in the top 5 provinces and cities in this regard.
The service sector has been recovering and developing strongly, with tourism witnessing breakthrough development steps in terms of quality and quantity, and new tourism products launched while numerous tourism activities organised.
Last year, the province received nearly 3.7 million tourists, a 3.6 fold-rise from 2021, surpassing the yearly target by 47.6%. Total revenue from tourism was estimated at around 3.4 trillion VND (146 million USD), a 4.5 fold-rise year on year.
The province's export revenue was estimated to hit 3.15 billion USD, up 6.6% from 2021 and surpassing the yearly target by 12.5%.
Its budget collection reached a new record with over 24.5 trillion VND, surpassing the yearly target by 22.4% and up 16.9% from 2021.
Ninh Binh became the 14th among 63 provinces and cities which are self-sufficient in budget. It ranked 15th in terms of budget collection.
The agriculture sector has shifted its mindset from agricultural production to agricultural economy and applied hi-tech technologies into production. The sector's growth hit 3.04%, the highest so far.
The national programme on new-style rural area building has been implemented drastically. By the end of 2022, all 119 out of 119 communes in the province had been recognised as new-style rural areas, including 17 communes recognised as advanced new-style rural areas and 11 communes meet criteria of model new-style rural areas; seven out of eight cities and districts fulfill the tasks of building new-style rural areas.
Socio-cultural affairs have seen progress. Last year, Ninh Binh hosted numerous cultural and tourism events at the provincial and national scales, namely the 200th anniversary of Ninh Binh appellation and 30 years of its reestablishment; Hoa Lu festival, Tam Coc Golden Tourism Week, 50 years of UNESCO Convention Concerning the Protection of the World Cultural and Natural Heritage.
The education and training sector has achieved proud results. 2022 marked the 6th consecutive year that Ninh Binh was named among the top 3 provinces and cities nationwide in terms of the average points at the national high school graduation exam.
The health sector has been provided with more equipment and infrastructure, facilities while the quality of treatment and care for people's health has been improved. The sector has made significant contributions to the fight against the COVID-19 pandemic.
Social welfare has been ensured while the spiritual and material lives of local people have been improved. The poverty rate reduced to 2.36%.
The administrative procedure reform and digital transformation have been carried effectively in line with the implementation of the theme of the working year "Discipline, responsibility, and stepping up administrative reform".
In 2022, Ninh Binh was one of the first three provinces to complete connection to the national database on population and among 20 cities and provinces that are officially connected to the national database on population to serve digital transformation. It was named among the top 5 provinces and cities providing the best online public services.
Ninh Binh ranked 12th in the Satisfaction Index of Public Administration Services (SIPAS), 20th in the Public Administration Reform Index (PAR Index), 8th in the Provincial Governance and Public Administration Performance Index (PAPI), and 6th in digital transformation.
