Ninh Binh reaps achievements in digital transformation

Digital administration

The province's intelligent operation center (IOC) has been operated smoothly, serving the leadership and governance of the provincial People's Committee.

The system of document management and governance has been applied in all departments, sectors, agencies and People's Committees at district-, city- and commune-levels.

An information system for handling administrative procedures was launched and has maintained stable operations for 172 units and agencies in the province. The system has been connected with the National Public Service Portal.

The quantity and quality of handling dossiers and documents online have continuously improved.

Digital economy

Local economic sectors have paid due attention to digital transformation. All local firms have applied e-tax payment and 50% of enterprises have used e-contracts.

Revenue from e-commerce accounted for 8.4% of the province's total retail sales. Some 37% of agricultural production households put their products for sale on Vietnamese e-commerce  platforms such as postmart.vn. and voso.vn with 110,000 accounts and 1,800 products. There were nearly 25,000 transactions on these e-commerce platforms with total revenue of 5.2 billion VND.

Nearly 766,000 people aged 15 and above have their own bank accounts.

Digital society

Local people have got familiar to the concept of digital transformation and used digital services in their daily activities.

Up to 90% of households have used the Internet. Over 524,000 e-ID accounts were activated and 90% of people have used e-health records in health examination and treatment services.

The cashless payment rate of tuition and hospital fees reached 50%.

These impressive outcomes in digital transformation in 2023 has laid a foundation for the province to continue to speed up, make breakthroughs and realise the goal of universalising digital infrastructure and digital applications, thereby boosting the development of digital economy, creating new values and fostering fast and sustainable socio-economic development.
