The province has been listed in the good governance group, according to the VCCI's annual report on the PCI.
The implementation of initiatives to create a favourable environment for business development and the adoption of a transparent and open investment policy were greatly attributed to Ninh Binh province's rise to the 11th position from the 30th place it earned a year ago.
Central Da Nang City continued to be the top performer in the PCI2016, securing70.0points, marking its seventh time holding the position since the first PCI report launched.
It was followed by northern Quang Ninh province with 65.60 points and southern Dong Thap province with 64.96 point, Binh Duong province with 63.57 points and northern mountainous Lao Cai province with 63.49 points.
The top ten provinces also included Thai Nguyen (61.82 points); Ho Chi Minh City (62.72 points), Vinh Phuc (61.52points) and Quang Nam (61.17points).
Ha Noi and Hai Phong showed strong improvements to score over 60 points for the first time ever, reaching the High tier with rankings of 14th and 21st, respectively.
The PCI 2016 is the 12th edition of the report, which is designed to assess the ease of doing business, economic governance, and administrative reform efforts of local governments of provinces and cities across Vietnam.
It was built on the voices of nearly 10,000 domestic non-state businesses from all 63 provinces and cities. It also covered the opinions of 1,600 foreign-invested businesses operating in the country.
