Earlier at the session, Minister of Internal Affair Nguyen Thai Binh reported about the project and Chairman of the NA's Committee for Legal Affairs Phan Trung Ly provided an appraisal report related to the formation of Tam Diep city.
The newly-established city has a total land area of 10,497 ha and a population of 104,175. Currently, TamDiep has 9 out of 10 wards meeting the national standard on the third-tier city.

The city will act as an industrial center and one of the three key economic areas of the province, specializing in growing industrial trees to provide materials for the processing industry.
The city recorded a GDP growth of 11.3 percent annually. In 2014,it made an economic production value of US$ 456 million (VND 9,852 billion) and contributed US$8,285 million (V ND179 billion) to the State budget.
The city's poor households accounted for only1.86 percent of the total and income per capita averages VND 31 million annually.
So far, Ninh Binh has had two cities, namely Ninh Binh and Tam Diep.
