Ninh Binh moves to speed up ODA capital disbursement

In recent years, Ninh Binh has got access to official development assistance (ODA) capital and preferential loans in many fields, thus creating momentum for its gross domestic product (GDP) growth and contributing greatly the province's socio-economic development, poverty reduction and improving local people's lives.

According to reports released by authorized agencies, in 2020, the province received 284 billion VND to allocate for four projects including: construction of Kim Dai sluice; repairing and enhancing safety of dams; strengthening management of land and land database; and health service support.

By the end of September, the total disbursement of ODA and preferential loans was over 130 billion VND, accounting for only 45.98 percent of the plan.

The slow disbursement is attributed to a number of reasons. Most of the foreign-funded projects are important ones with complicated technical standards so all steps and procedures must wait for the approval from donors or the central management board.

Some projects are in the process of survey, design or bidding, leading to the slow pace of disbursement.

Besides, the site clearance work for several projects has met difficulties, affecting the process of disbursement.

Boosting solutions to remove obstacles

In order to reach its set target for foreign capital disbursement in 2020, the Ninh Binh Provincial People's Committee has directed administrations at all levels, sectors and departments to speed up the disbursement of public investment capital in general and foreign capital in particular.

Accordingly, the investors of projects must soon conduct the acceptance of works or work items that have adequate conditions for acceptance and payment to accelerate the disbursement of capital.

The investors should regularly check the progress of projects in order to point out difficulties and obstacles, and therefore propose proper solutions, the People's Committee said.

Besides, the investors and local authorities must hold regular meetings to discuss measures to speed up the  disbursement of capital and pay heed to the project site clearance work.
