Accordingly, the province will accelerate the formation and development of digital firms, create favourable conditions for them to apply achievements of the 4th Industrial Revolution into production and business, thereby contributing to the province's socio-economic development.
Ninh Binh will focus on developing four types of digital firms, including:
Big commercial and service corporations in the socio-economic field that will transform their operations into digital technology and pour investment in core technology;
IT firms pioneer in researching, developing and applying digital technology in production activities;
Startups apply digital technology in producing new products and services;
Startups have innovation and creativity in digital technology.
Besides, the province will create favourable conditions for digital firms to apply achievements of the 4th Industrial Revolution in their production and business activities and commercialize the results of scientific and technological research to contribute to local socio-economic development.
According to the plan, by 2025, Ninh Binh will support local firms operating in the fields of IT and electronics-telecommunications in researching, developing and providing digital products.
In the 2021-2025 period, the province will strive to have at least two new digital firms and three others shifting to digital technology.
It will work to have at least 10 digital firms by 2030, meeting the requirements of building smart urban cities, e-administration, digital economy, and application of digital platforms in all socio-economic fields.
To fulfill the above targets, Ninh Binh has mapped out some specific solutions as follows:
First, disseminating and raising awareness of local people and businesses about developing digital firms and the "Make in Vietnam" strategy.
Disseminating and raise awareness of officials and civil servants about the development and application of digital technology in state management and in socio-economic development; promoting the use of products manufactured by domestic digital enterprises.
Second, improving mechanisms and policies to support digital enterprises' development and creating favorable conditions for them in terms of procedures, market access and providing a pilot environment for them to test new business models and new digital products.
Third, giving orientations and supporting from 1-3 local digital firms in developing key digital products of the province, turning them into a pillar of the province's digital business ecosystem before 2025.
Fourth, supporting small- and medium-sized enterprises in digital transformation by providing training courses, giving consultancy on digital transformation strategies and plans and organizing activities of the network of digital transformation experts.
Fifth, paying attention to developing numerous training forms and attracting human resources to meet the requirements of digital enterprises and digital transformation in small- and medium-sized enterprises.
In order to effectively implement the plan, the provincial People's Committee requires big corporations and enterprises based in the province to research, develop and produce key digital products, especially those in health, education, culture, tourism, environment, urban, transportation, agriculture, industry and commerce sectors.
Digital firms must constantly improve the qualifications of their workforce in a bid to meet their development requirements.
Related departments, sectors and agencies are requested to support digital firms and SMEs in the digital transformation process and application of digital platforms in production and business activities.
At the same time, these departments, sectors and agencies are asked to promptly finalise and implement mechanism and policies to effectively carry out the plan.
