The plan aims at realizing the PM's decision effectively and in line with specific conditions of Ninh Binh province. At the same time, the plan will meet all requirements, viewpoints, goals, orientations, main tasks and solutions to develop domestic trade to 2030 with a vision until 2045 as defined in the PM's decision.
Besides, it will pay heed to developing a modern, civilized, fast-growing and sustainable trade sector of Ninh Binh, which plays an important role in orienting and guiding domestic production in line with market demands; connecting consumption, and creating supply chains to promote internal capacity of the province's market.
It is expected to attract all resources to expand the business network, in which more attention will be paid to rural, moutainous and remote areas, thus promoting the province's advantages and make the best use of achievements of the fourth Industrial Revolution.
The provincial People's Committee demanded that the implementation of the decision must be practical, requiring the dynamism, creativity and flexibility of the advisory bodies, and the active participation of sectors and localities.
The development of domestic trade must be consistent with the objective rules of the market economy and the country's international economic integration commitments.
The development of domestic trade must be coupled with investment efficiency and combined with the scale and development level of domestic production and consumption in each period.
A focus should be placed on building prestigious products and developing Vietnamese brands; protecting the interests of consumers and production and business establishments; conserving the ecological environment; responding to climate change; and ensuring national defence and security in the province.
It is necessary to gradually develop technical infrastructure in a modern, harmonious and synchronous way to serve commercial activities; develop trade forms based on e-commerce and digitalization platforms; consider e-commerce as an important tool to modernise domestic trade in the new era.
In particular, it is a must to enhance state managment, protect the market effectively, and create momentum for firms to take part in stabilizing the market.
The specific goals for the 2021-2030 period are to achieve a growth rate of 12 percent per year in the added value of domestic trade and contribute 20 percent to the province's gross domestic product (GDP). The growth of the added value in the 2031-2045 period is hoped to reach 12 percent annually and the contribution to the province's GDP is expected to hit 25 percent.
To implement the plan, the provincial People's Committee sets some key solutions as follows:
To strictly carry out legal regulations, improve the investment climate, and manage commercial activities under the national and international commitments; To invest in trade infrastructure in the province, especially pay heed to contribute ideas to legal documents on investment in trade infrastructure; assist the development of trade infrastructure in disadvantages areas; To effectively manage and exploit trade infrastructure; apply energy management system in storage and distribution; develop a strategy on developing logistics services; boost the development of e-commerce and types of e-commerce flatforms.
To improve the quality of human resources in the trade sector, meeting the requirements of international integration and the 4th Industrial Revolution;
To provide training programmes and courses for staff working in the trade sector.
