According to a PCI survey by the VCCI, Ninh Binh scored 63.55 points last year, ranking 29th among 63 cities and provinces, up seven places from 2017.
However, the improvement of its sub-indices on transparency and informal fees failed to meet businesses' expectations.
In recent years, Ninh Binh has constantly reviewed procedures relating to licensing business establishment, investment, and construction, among others, in order to make suitable adjustments for businesses to achieve better performances.
The local authorities and sectors have enhanced measures to facilitate operations of enterprises and the simplification of administrative procedures to save time and prevent overlapping procedures.
Besides, relevant agencies and sectors have boosted IT application in such areas as investment, land, construction, tax and finance.
Local authorities are called to create an equal business climate and increase inspections of business operations.
In order to improve its PCI in 2019, Ninh Binh will make effort to maintain its high-ranking indicators while focusing on improving low-ranking indices on informal costs, land access, transparency, time cost of complete administrative procedures, and pro-active leadership.
