These mechanisms and policies have proved its effectiveness as the province recorded an annual GRPD growth rate of 8.3 percent over the past 5 years.
In the 2020 -2025 tenure, Ninh Binh will focus on attracting investment, developing the automobile amanufacturing and assembly industry; electronic industry and supporting industries, therefore boosting economic growth and increasing its contribution to the state budget, striving to turn itself into an automobile manufacturing and supporting industry hub of the whole country.
To achieve this goal, in the first year of the 2020 - 2025 tenure, the province has issued numbers of mechanisms and policies to create favorable conditions for enterprises.
Worthy of note is Resolution No. 07/NQ-BCSD dated February 13, 2017 on developing automobile manufacturing and assembly and electronic industries into spearhead economic sectors, contributing more to the province's budget collection.
The provincial People's Committee promulgated Decision No. 20/2018/QD-UBND dated August 17, 2018 on issuing regulations on the managament and implementation of the supporting industry programme in Ninh Binh province.
The provincial People's Committee also issued Decision No. 1302/QD-UBND dated August 12, 2016 appoving a plan to boost the province's exports in the 2016 - 2020 period and Decision No. 1377/QD-UBND dated October 20, 2016 on developing e-commerce in 2016-2020.
A number of big projects have put into operation, producing new products and contributing to the province's economic growth and budget collection. They include Thanh Cong Hyundai Motor's factory; Mcnex Vina Co. Ltd.'s modul camera and electronic component plant; CFG Ninh Binh floating glass plant; and Sejung JSC's automobile component plant.
The agriculture sector has shifted into agricultural production for commercial purposes, stepping up the building of new-style rural areas and paying attention ti protecting the ecosystem environment.
A series of mechanisms and policies on developing agriculture has been issued such as: Resolution No 5/NQ-TU dated October 24, 2016 on developing the agricultural economy in the direction of commodity production, applying high technology and sustainable agriculture models in the 2016-2020 period with a vision until 2030; Decision No. 1111 / QD-UBND dated December 26, 2014 of the provincial People's Committee approving a Project on Restructuring the Agriculture Sector of Ninh Binh in the 2015 - 2020 period and Resolutions of the provincial People's Council on policies and resources to support agricultural economic development.
Many new models in economic development have been studied and applied successfully, including Bo Bat traditional pottery production; intensive shrimp farming using high technology in Kim Son district, which yields three times and revenue of 8-10 billion VND/ha per year; intensive farming of freshwater fish in floating ponds in Gia Vien and Yen Mo district yielding 30-50 tonnes/ha per year, and earning from 1.5-3 billion VND per hectare. These models have contributed to improving production values, raising the production value of cultivated land on one hectare to 135 million VND by the end of the 2015-2020 term (exceeding the target set by the 21st provincila Party Congress).
In order to develop tourism, the province has promptly issued and implemented a number of key solutions to gradually develop tourism into a spearhead economic sector, step by step affirming the position of Ninh Binh tourism in the global tourist map, turning Ninh Binh into an attractive destination for domestic and foreign tourists.
These include Resolution No. 02-NQ/TU dated August 17, 2016 on preserving and promoting the value of Trang An Scenic Landscape Complex; Resolution No. 15-NQ/TU dated July 13, 2009 of the Provincial Party Committee on tourism development to 2020, with an orientation to 2030; and Resolution No.12/NQ-HDND dated July 10, 2018 of the provincial People's Council on approving the master plan on tourism development in Ninh Binh province to 2020, with a vision to 2030.
Thanks to these mechanisms and policies, the province's tourism activities have achieved sound results.
The average growth rate in the 2015-2019 period in terms of visitors increased by over 6 percent year, of which international visitors increased 12 percent per year and tourism revenue rose by 24 percent per year.
In 2019, the province welcomed 7.65 million visitors, including nearly 1 million international visitors. Tourism revenue reached over 3.6 trillion VND, representing a three-fold rise from that in 2015.
The development of Ninh Binh in recent years has proved the effectiveness of these mechanisms and policies in the fields of industry, agriculture and tourism.
In the 2020-2025 term, the development of the automobile and supporting industries; tourism and agriculture and trade will become a strong tripod to create breakthroughs to help Ninh Binh fulfill the socio-economic development targets set at the 22rd Congress of the provincial Party Organisation.
