Currently, some localities like Nho Quan, Yen Mo and Kim Son districts have still faced difficulties in attracting investment and expanding socio-economic development sectors. The reasons were attributed to their small amounts of capital for infrastructure development.
Tran Viet Hung, Vice Chairman of the Nho Quan District People's Committee said the is of special importance to Nho Quan in particular and Ninh Binh province in general as Nho Quan would become a key region to attract investment, expand areas for industrial land without affecting heritage preservation spaces.
Besides, according to a survey of several specialised agencies, some provincial roads connecting districts and localities in the southern part of Ninh Binh have not yet invested fully due to small amounts of capital, namely DT 482 road connecting Ninh Binh city, Yen Khanh, Kim Son and Yen Mo districts; T21 road in Ninh Binh city; and a road connecting national highway 12B to national highway 21B.
Nguyen Quang Minh, Vice Director of the Department of Transport, said in the past few years, Ninh Binh has mobilised all resources to invest in transport infrastructure, thus creating a clean and spacious urban landscape.
To date, Ninh Binh has built a synchronic transport infrastructure network with numerous key projects, meeting the travelling demand of local people and the province's socio-economic development requirements.
In the 2016-2020 period, the transport sector has carried out five key projects, including a section of North-South expressway running through Ninh Binh; upgrading two national highways, building a coastal road running through Kim Son district; a road connecting Bai Dinh - Ba Sao - My Dinh. Total length of constructed roads is 100 kilometers with total capital investment up to over 8 trillion VND from Government bonds.
In an attempt to provide opportunities for investment attraction in disadvantaged areas, since the beginning of the 2020-2025 period, the provincial People's Council approved several projects to build major roads.
The above roads will boost regional and inter-regional connectivity and tourist sites, such as a ring road to boost economic developmenr of the southern region of Ninh Binh, connecting Cuc Phuong of Nho Quan district to Dong Giao (Tam Diep city), Yen Thang (Yen Mo district), and Binh Minh (Kim Son district) (East-West road); a road to connect Ninh Binh city with Yen Mo, Yen Khanh and Kim Son districts to ease traffic flows on national highway 10; a coastal road of Kim Son; and a road leading to Kenh Ga tourist site.
These projects cost more than 5 trillion VND (213 million USD) in total sourced from the central and provincial budgets.
Pham Quoc Chinh, director of the provincial management board of transport projects, said the East - West road is a key project of the province that aims to improve transport infrastructure connecting Kim Son and Nho Quan districts and the North-South expressway.
The project plays an important role in connecting national highways, provincial roads, tourist sites, industrial zones and clusters in the region of Tam Diep city, Nho Quan district and surrounding areas, thus providing space and land lots for investment attraction, contributing to socio-economic development and improving living standards for local people, he said.
DT.482 road connecting NH1A and NH10, connecting NH10 and NH12B plays an important role in easing traffic flows on NH10, and connecting national roads and the North-South expressway.
The intersection will open up opportunities and momentum for localities in the southern part of Ninh Binh to develop in the coming time.
With the political determination to turn Ninh Binh into a developed province in the region, right at the beginning of the tenure, the provincial Party Committee issued Resolution No.10 dated December 14, 2021 on building synchronic infrastructure, and modern and civilised urban areas in the 2021-2025 period with a vision to 2030.
This is a foundation to issue mechanisms and policies to create breakthroughs for regional development.
Besides, Ninh Binh has also taken advantages of all resouces to complete its transport system; pays heed to combining the implementation of national progammes and projects with building roads in the remoted and disadvanted areas.
However, to ensure transport connectivity conveniently and complete inter-regional transport system, Ninh Binh needs to rapidly finalise its general planning scheme to make it a foundation for the province to draw investment and create breakthroughs in boosting socio-economic development and strengthening national security - defense.
