Ninh Binh continues to renew growth model, restructure economy

Ancient capital with historical traditions and development potential

Ninh Binh is an ancient capital that is full of historical traditions and boasts great potential for development, outstanding opportunities and competitive edge.

Thanks to its geographic location where National Highway 1A and North-South expressway running through and a gateway between the North and the South, Ninh Binh enjoys favourable conditions for economic and cultural exchanges between the Red River Delta and the north central region and between the northern plain and northwestern mountainous region.

In 2022, the Standing Board of the provincial Party Committee directed local sectors and agencies to reap positive outcomes in the fields of economy, society, national security and defence, party and administration building, thus improving the spiritual and material lives for local people.

At a working session with the Standing Board of the Ninh Binh provincial Party Committee in November 2022, PM Pham Minh Chinh spoke highly of the efforts of the Party Organisation, administration, army and people of Ninh Binh as well as their important achievements in socio-economic development, ensuring national security and defence, building the Party and politic system, thus contributing to the country's general achievements in 2022.

However, besides these achievements, Ninh Binh still  has weaknesses, such as the size of its economy is smaller than those of other provinces in the region, socio-economic development is not commensurate with its potential and advantages; its GRDP remains at the average level as compared to the national level, the urbanisation and population ratio is still low while there are a few high quality tourism products, and the PCI has not been improved, ranking 58 out of 63 cities and provinces.

Ninh Binh needs to define and promote its outstanding potential and competitive edge

Regarding tasks and solutions set for the coming time, Ninh Binh needs to soon finalise and submit to authorised agencies for approval a development master plan of the province for 2021-2030 with a vision to 2050, under which, the province should pay more heed to defining and promoting its outstanding potential, advantages, and competitive edge to develop harmoniously towards cultural development.

The province needs to well implement the Ninh Binh urban planning scheme  in a bid to ensure socio-economic development, especially in the field of culture in line with landscape and environmental protection.

Ninh Binh should step up the disbursement of public and ODA capital, reduce capital of tardy projects while giving more capital to those with high completed workload; and impose strict punishments on  cases of outstanding debts.

Ninh Binh also needs to increase state budget collection while reducing spending; encourage public-private partnership; mobilise all resources to develop strategic infrastructure, particularly synchronic transport infrastructure for inner-regional and inter-regional conectivity, such as  coastal road, East-West road, and Ninh Binh - Nam Dinh - Thai Binh- Hai Phong expressway.

The province will also effectively and promptly carry out the socio-economic recovery and development programme and and three national target programmes.

It will synchronously take measures to improve administrative procedures and the investment climate in a bid to improve the PCI.

The province will also focus on cultural and social development, and environmental protection in parallel with economic development.

In addition to enhancing the effectiveness of state management, Ninh Binh will strongly renew its growth model, restructure its economy based on the application of science, technology and innovation in association with the synchronous implementation of the province's three breakthroughs, namely digital transformation, human resources and infrastructure development.

It will also strengthen national defence and security in combination with socio-economic and cultural development.
