In the past few years, Ninh Binh authorities have always giving priority to improving administrative procedures, the business and investment climate and increasing its provincial competitiveness index (PCI).
The Resolution of the 22nd Provincial Party Congress for the 2020-2025 tenure has defined six key programmes, focusing on reforming administrativeprocedures and enhancing competitiveness capacity.
Many solutions have been issued by Ninh Binh authorities, and have been carried out synchronically in the whole province in a bid to improve the business and investment climate, and PCI. However, the outcomes failed to reach its target.
Ninh Binh's PCI saw fluctuations in recent years with the tendency of drop in its ranking and points. Therefore, building a set of District and Department Competitiveness Index (DDCI) is seen as a practical solution to increase the quality of administrative services of district-level administrations and provincial departments, sectors and agencies.
Dinh Thi Thuy Ngan, Director of the provincial Department of Planning and Investment said with the determination to improve PCI in 2021, Ninh Binh has steered and drastically implemented solutions to find out its shortcomings, and remove obstacles and difficulties faced by local firms in an attempt to improve the business and investment climate, and provide the best conditions for enterprises and people.
It has built a set of DDCI and carried out immediately in 2021. The set of DDCI indexes aims to assess the satisfaction of investors, enterprises, business households and cooperatives about the quality of public services and economic governance of 22 departments, sectors and eight districts and cities.
The implementation of DDCI will help create a momentum for drastic reform of administrative procedures, create favourable conditions for investment, business and production activities, and provide a reliable and transparent information channel for businesses and people to send their feedback, thus improving the quality of public services of local administrations, departments and sectors.
In order to effectively carry out the DDCI in 2022, the provincial People's Committee has urged directors of departments, heads of sectors and agencies, and chairpersons of People's Committees of districts and cities to be fully aware of the role, significance and impact of the DDCI and PCI; find out their weaknesses and shortcomings, and then build roadmaps with solutions to deal with these shortcomings with the highest goal of giving satisfaction for the business community and local people, Ngan added.
