The implementation of DDCI in the past two years has helped Ninh Binh to improve its PCI ranking. It ranked 44th out of the country's 63 provinces and centrally-run cities in the 2022 PCI, with 64.22 points, moving up 14 places compared to 2021.
Some sub-indexes recorded high scores, such as time cost with 7.69 points and labour training with 6.4 points, ranking 19th and 11th out of the country's 63 provinces and centrally-run cities, respectively. These have helped the province to overcome difficulties and challenges and reaped positive outcomes in socio-economic development.
In the first quarter of 2023, Ninh Binh was among the provinces and cities recording positive growth. It posted 8.62% economic growth, ranking 6th out of the country's 63 provinces and cities and 2nd in the Red River Delta.
The gross regional domestic product (GRDP) reached over 12 trillion VND (511 million USD), a year-on-year increase of 8.45%, surpassing the scenario plan.
Various fields enjoyed breakthroughs and recorded high growth compared to the same period last year while many businesses have witnessed strong performance, especially those applying hi-tech and clean technologies.
Increasing the competitiveness capacity, building a dynamic business climate and improving the PCI ranking are defined as one of the major goals of Ninh Binh throughout many tenures.
According to the Department of Planning and Investment, Ninh Binh has continued to implement the DDCI in order to enhance the PCI.
The DDCI will be carried out at 23 department-level agencies and eight districts and cities. It will survey around 3,100 enterprises, business households and cooperatives in the province.
The survey will focus on issues that concerning businesses and investors in carrying out administrative procedures at departments, sectors, agencies and localities.
The 2023 DDCI results will create a foundation for Ninh Binh to study and put forth solutions to improve the local business climate and PCI ranking and to address shortcomings and limitations related to the governance of departments, sectors and People's Committees of districts and cities.
