Fulfilling and surpassing 12 out of 15 major targets
In 2023, Ninh Binh reaped positive and comprehensive outcomes in socio-economic development. The province fulfilled and surpassed 12 out of the 15 set major targets.
The province's economy maintained its growth pace with gross regional domestic production (GRDP) estimated to reach 53.39 trillion VND (2.2 billion USD), representing a year-on-year rise of 7.27% and ranking 23rd out of 63 provinces and centrally-run cities nationwide.
The agricultural sector developed stably and sustainably, ensuring its role as a pillar of the province's economy while the industry sector overcame numerous difficulties to reap positive outcomes.
The service sector, especially tourism, saw strong growth, thus fostering the development of other economic sectors.
The province's tourism sector enjoyed the second highest growth rate in the country. With the growth of 13.23%, 2023 marked the second year Ninh Binh's tourism industry has recorded a two-digit growth rate.
Last year, Ninh Binh welcomed over 6.5 million tourist arrivals, a year-on-year rise of 76.4%. The tourism sector enjoyed a two-fold rise in revenues.
The province's budget collection and spending were well managed, flexibly operated and ensured social-economic development activities.
Transport infrastructure was built and used synchronically and effectively.
The province accelerated the disbursement of public investment. By January 31, 2024, the rate of public investment disburstment reached 106% of the yearly plan assigned by the Prime Minister.
Social welfare was ensured. The poverty rate reduced to 1.86% while the rate of near-poor households dropped to 2.27%.
In the year, numerous cultural and political events as well as big seminars and conferences at the international and national levels were successfully organised in the province.
Chairman of the provincial People's Committee Pham Quang Ngoc said the above outcomes were attributed to the implementation of some key tasks and measures.
The province effectively carried out measures to spur economic growth, such as renewing investment promotion and attraction, and grasping and promptly removing difficulties for enterprises.
The province assessed the Department and District Competitiveness Index in order to create strong changes in administrative reform, improving the investment climate and increasing quality of state agencies' services for local people and businesses.
Ninh Binh also drastically implemented focal tasks and measures to speed up public capital disbursement and develop tourism into a spearhead economic sector, focusing on improving the quality of services in a professional manner.
Be consistent with goals and aspirations
In an attempt to fulfill the targets of becoming a developed province and a growth pole in the Red River Delta by 2030, one of the big tourism and automobile manufacturing hubs in the country, and becoming a centrally-run city by 2035, Ninh Binh will focus on deploying the planing scheme of Ninh Binh province for 2021-2030 with a vision until 2050 right after being approved by the Prime Minister.
It will continue to boost economic development in a fast and sustainable way with a green growth model, taking tourism and cultural industries as spearheads, automobile and high-tech industries as momentum and agriculture as a pillar.
The province will develop heritage economy, creative economy, digital economy, circular economy and green economy.
It wil give priority to attracting investment into strategic fields that create new industrial products with high values and big contributions to the state budget.
Besides, the province will pay heed to developing modern and synchronic infrastructure in combination with using land lots effectively.
Ninh Binh will concentrate on building e-administration and speeding up digital transformation and administrative reforms.
The province will also step up international integration and soon join the network of heritage cities, creative cities and hubs of cultural industries.
