According to the Ninh Binh Provincial Steering Committee of the National Target Program on New Rural Development, 71 communes have swapped 26,400ha land plots. The provincial people's committee has financed the task with total budget of nearly VND1.04 billion. In addition, communes have promoted infield irrigational system upgrades and implemented the restructuring of large scale agricultural production. Plot exchange has created a breakthrough, bringing outstanding results for the new rural area construction program. Moreover, the province has paid attention to production development in order to raise local people's incomes. The province has adopted incentives for production, promoted links between relevant parties, developed and duplicated production models with high economic values.
The Ninh Binh Department of Agriculture and Rural Development has also deployed eight production development models based on funding from the National Target Program on New Rural Development and is implementing 20 other models in addition to production models proposed by departments, agencies, district units and people. The province has encouraged the development of industrial production, handicrafts, services and trade, creating favorable conditions for trade villages such as Kim Son District's sedge weaving craft, Ninh Van Commune's stone carving and Ninh Hai Commune's embroidery-making. As many as 83 trade villages have been recognized as traditional trade villages. Following the new rural area construction program, the party committee and people's committee of Hoa Lu District's Ninh Van Commune have made the most of opportunities to develop stone carving. The commune has planned trade village covering 23ha, contributing to creating jobs and ensuring stable income for more than 4,200 workers.
Ninh Binh People's Committee Deputy Chairman and Ninh Binh Provincial Steering Committee of the National Target Program on New Rural Development Deputy Head Dinh Chung Phung said that the steering committee has issued many mechanisms and policies, allocated local budget and raised capital from government bonds for the implementation of the national target program. In addition, new rural area construction movements have been deployed in many communes in the province. Local people have raised finance and donated time for infrastructure construction, contributing to bringing a new face for rural areas and ensuring better living conditions.
The province currently has 32 communes meeting national standards on new rural area construction. People's incomes and living conditions have been significantly improved, while many production models have been widely applied. These positive results will be a foundation for Ninh Binh Province to strengthen the implementation of the National Target Program on New Rural Development in the coming time.
