Ninh Binh among top 15 provinces and cities in PAPI 2023 rankings

Accordingly, the central province of Thua Thien-Hue topped the PAPI 2023 rankings with 46,04 points.

It was followed by the northern provinces of Thai Nguyen (45.78 points), Bac Ninh (45.70 points) and southern provinces of Soc Trang (45.61 points) and Bac Lieu (45.57 points). 

The Central Highlands province of Dak Nong ranked at the bottom with 38.97 points.

With 44.07 points, Ninh Binh province ranked at the 14th position.

PAPI is the largest social survey programme. It has been jointly conducted by the Centre for Community Support and Development Studies (CECODES) and the United Nations Development Programme (UNDP) since 2009.

Since its inception 15 years ago, PAPI has collected the voices of 197,779 citizens from all demographic backgrounds on the state of governance and public service provision at the local level. With its wealth of quantitative data, PAPI has emerged as a trusted, citizen-centric tool to inform the country's legislative and policy agendas and the action plans of all 63 provincial administrations.
