Addressing the opening ceremony, NA Chairman Nguyen Sinh Hung announced that the session will consider and approve 18 draft laws and many resolutions, as well as give comments on eight other draft laws.
He stressed the importance of the year-end session in legal construction in order to realise the Constitution with a focus on improving the legal document system to protect laws, human rights and citizens' rights; improve the market economy; strengthen national defence, security and social order; and better the NA's performance in accordance with the Constitution.
The NA will also hear reports on the implementation of the 2015 socio-economic development and State budget plans, and 2016 plans on socio-economic development, State budget and the central budget's allocation, Chairman Hung said.
The NA will issue resolutions on those reported plans and give comments on the Government's reports on the implementation of the 2011-2015 socio-economic plan, the 2016-2020 socio-economic development plan, the 2016-2020 medium-term public investment plan and the 2016-2020 budget plan, the top legislator added.
Chairman Hung also noted that the NA will hear reports by the Chief Justice of the Supreme People's Court, the Head of the Supreme People's Procuracy and the Government on law enforcement and legal violation, crime and corruption prevention in 2015; examine land use in State-owned agricultural and forestry establishments between 2004 and 2014; consider a report summarising voters' ideas and suggestions sent to the session, and the oversight work to responses of relevant agencies to voters' suggestions sent to the ninth session.
A Q&A session is also scheduled to answer voters' questions while responses of the Government and Ministers to the raised matters during the previous session will be reviewed, Chairman Hung added.
The NA will decide the dates to elect the 14th tenure NA and the People's Councils at all levels for the 2016-2021 period; establish a National Election Committee, elect its President and approve its Vice President and the members; and elect the NA Secretary General.
In addition, the session will discuss and give comments on draft documents of the 12th National Party Congress, consider and make decisions on several other important matters.
