In his opening speech, NA Chairman Hung stated that the 21st session of the NASC would focus on preparations for the sixth NA sitting, slated to run from October 21-November 26. Also on the agenda are draft amendments to the 1992 Constitution, the revised Land Law and the country's socio-economic development in 2013.
In the morning, the NASC heard a report on laws amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army, presented by the Minister of National Defence, Gen Phung Quang Thanh.
After 5 years of implementation, the Law has created a legal basis for improving army officer quality to meet the requirements of the nation's construction and defence cause in the new situation. The amendments and supplements to the Law are expected to institutionalise the Party's guideline on building up a standing people's revolutionary army that is elite and modern, and to ensure compliance with draft amendments to the 1992 Constitution.
Also in the afternoon, the NASC gave opinions on the revised Law on the People's Police.
During the sixteen-day session, the committee members are to discuss a range of draft laws related to health insurance, bankruptcy, environmental protection, construction, land, public investment and the entry, exit and residence of foreigners in Vietnam.
In addition, the NASC will hear reports on law enforcement in the field of health insurance from 2009-2012 and the recruitment, training and appointment of public servants and officials. It will also comment on the Government's report on anti-corruption measures in 2013. The deputies will also discuss the results of the votes of confidence in the NA and in People's Councils at all levels, as well as draft amendments to the 1992 Constitution.
