In her opening address, the top legislator stated that during the meeting, the NASC members would consider and discuss a number of issues of different opinions concerning the three draft laws, including the Law on Planning, the Law on amendments and supplements to several articles of the Law on Credit Organisations, and the revised Law on Public Debt Management.
The 14th session will take place over eight days, two days more than the initial schedule, due to certain arising issues.
Accordingly, the NASC will debate seven draft laws, to be proposed to the 14th NA for comments at its upcoming fourth session, namely the Law on Special Administrative - Economic Units, the Law on amendments and supplements to several articles of the Law on Physical Activity and Sports, the Law on Measurement and Map, the Law on amendments and supplements to several articles of the Law on Environment Protection Tax, the revised Law on Competition, the Law on Cyber Security, and the amended Law on Corruption Prevention and Control.
Furthermore, the lawmakers will comment on the reports submitted by the Chief Judge of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy; the NA's enforcement of the Constitution, laws and resolutions; the government's report on the implementation of the national target on gender equity, the handling of complaints and denunciations; the crime and law violation prevention and control; the execution of sentences; and the fight against corruption.
They are also due to discuss the draft Decree on the management and use of State budget on external affairs; the draft framework agreement on Vietnam-US cooperation in using the space for peaceful purpose; the accession to the 1990 Istanbul Convention on the temporary storage of goods; the proposal to sign a Memorandum of Understanding on "Early Harvest" of the Greater Mekong Subregion Agreement on Facilitation of Cross-border Transport of Goods and People; the State Audit Office's audit plan for 2018; and the preparations for the NA's fourth session.
Especially, during its 14th meeting, the NASC will examine the enforcement of legal regulations on seafood exploitation and processing, in tandem with ensuring national defence-security.
Following the opening speech by NA Chairwoman Ngan, the NASC embarked on the first contents of the agenda by commenting on the draft Law on Special Administrative - Economic Units, under the chair of NA Vice Chairman Uong Chu Luu.
