During his opening speech, National Assembly Chairman Nguyen Sinh Hung gave an overall picture of both domestic and international security, as well as the political and economic situation. Accordingly, he urged the NA and Government to issue more effective guidelines and solutions to the problems of the country, especially to maintain the macro economy, curb inflation, resume growth, develop the infrastructure, increase administrative reform and improve administrative and institutional reform.
According to the NA Chairman, during this session, the NA will decide a number of important issues. Firstly, the NA is expected to adopt 18 bills, 3 draft resolutions and discuss 12 other bills. "This is the biggest volume of bills to be adopted and discussed so far," he said.
Secondly, the NA will discuss the report on the implementation of the development tasks in 2014 as well as the plan on socio-economic development and the State budget estimate for 2015, then issue a resolution on the content.
Thirdly, the NA will carry out a vote of confidence for the second time for key positions elected or approved by the NA.
Fourthly, the NA will carry out a supreme inspection in the restructuring of the economy in terms of public investment, State enterprises and the banking system based on the NA resolution on the five year plan (2011-2015) while hearing reports on voters' suggestions and the reports of the Supreme People's Court and the Supreme People's Procuracy.
During the session, the NA will also conduct a question-and-answer meeting with Governmental members and spend time considering textbook program as well as the building of the Long Thanh International Airport.
The opening session also heard the socio-economic development report in 2014 and the plan for 2015 by Prime Minister Nguyen Tan Dung.In his report, the Prime Minister affirmed that there had been positive changes in the 2014 socio-economic situation, with a GDP growth rate of 5.62% in 9 months, an estimated increase of over 12% in exports worth USD 148 billion for the whole year and an increase of over 17% in states budget collection.
He stressed that in 2015, the Government will increase stability of the macro economy with further restructuring of the economy and increase competitiveness and gain a higher and more sustainable economic growth rate.
The Government mapped out 9 important groups of solutions to obtain the targets, including improving the business environment, creating the best condition for business and production; increase economic restructuring; completing the socialist-oriented market economy; continuing to improve policies; and fully realising the law of the market economy.
In terms of educational and training, scientific and technological development, the country is expected to improve the textbook system; renew the scientific and technological management mechanism; boost cultural and social development for raising people's spiritual and material lives; increase the management of natural resources, environmental protection, prevention of natural disasters and climate change.
The Prime Minister also noted an increase in the prevention of corruption; a reinforcement of national defence and security; enhancement in the efficiency of external activities and international integration.
